Process

After cabinet approval in May 2011, the process of formulating the policy commenced in June 2011 with the establishment of a National Steering Committee (NSC).

Several stakeholders are collaborating to ensure the successful formulation of the policy and see it through to implementation. These include the Ministry of Finance and Planning, Ministry of Labour and Labour Relations, Ministry of Productivity Promotion, Ministry of Youth Affairs and Skills Development, Ministry of Education, Ministry of Higher Education, and Ministry of Foreign Employment Promotion. Other stakeholders such as employers’ and workers’ organisations, professional institutions and academia are also actively consulted and involved.

The process of formulating the policy document also included holding three regional consultation workshops in Kandy, Jaffna and Matara with relevant stakeholders on the regional issues related to human resource development and employment. Wide consultations with diverse stakeholders have ensured that this policy is practical and implementable, and also reflect regional realities. Moreover, national level workshops in June and October 2011 have helped to further refine priorities and ensure that the NHREP is comprehensive and overarching.

The drafting committee will commence their work in October 2011 and a draft report is expected by December 2011. Formulation of the action plan implementation will commence in early 2012.
